This game was made for the GameLab 24.1 Seconds Jam, so the game must be exactly 24.1 seconds long, and the theme was "Reaching Higher".
Emergency Launch takes place in a situation where a rocket in your base will self-destruct in 24.1 seconds. You must then manage the remaining time to fuel the rocket and launch it as high as possible, avoiding damage your base or nearby locations.
